[Bug 122291] [Sidebar] layout panel empty in normal view and Slide Sort View /Slide Master View

Steps:
1.New a Impress, then switch to Slide Master View.
2.Insert several slides.
3.Change page layout for a slide

Expected Results 
Page layout is changed.

Actual Results:
Failed - Step #3 ,there are no layouts in the sidebar.
