slow running jvm

I am using Ant to fork a jvm that runs weblogic.  I have found that
response times from the weblogic app are twice as slow when running the
app from the ant script.  I notice that my cpu isn't getting as fully
utilized as when I start weblogic from the command line.  Anyone have an
idea as to why this is the case?  FYI, I have properly set the max and min
memory -X commands for the jvmargs.
