fix(licensing, v1.3): list the Jupyter logo and Material Symbols diagram icons in LICENSE (#8998)
### What changes were proposed in this PR?
`release/v1.3` bundles the Project Jupyter logo (`jupyter-logo.svg`, and
drawn into `tool_popup_diagram.png`) and two Material Symbols icons in
the same diagram. `frontend/LICENSE-binary` already lists them, but the
root `LICENSE`, which covers the source release, did not, even though
`.licenserc.yaml` points to it for `jupyter-logo.svg`.
This adds the Jupyter logo to the BSD 3-Clause section and extends the
existing Material Symbols entry. `jupyter-logo.svg` is byte-identical to
`logos/Logo
Mark/logomark-notext-blackbody-blackmoons/logomark-notext-blackbody-blackmoons.svg`
in jupyter/design.
This is the v1.3 version of #8997 rather than a backport: `main` no
longer ships `jupyter-logo.svg` and has two more diagrams.
### Any related issues, documentation, discussions?
Part of #8982 (the Jupyter item).
### How was this PR tested?
License text only. The entries mirror the ones already in
`frontend/LICENSE-binary` on this branch.
### Was this PR authored or co-authored using generative AI tooling?
