Use HSSFCellStyle.BORDER_* constants to set cell border:

 HSSFCellStyle headerStyle = workBook.createCellStyle();
 headerStyle.setBorderTop(HSSFCellStyle.BORDER_THIN);
 headerStyle.setRightBorderColor(HSSFColor.BLACK.index);
