Dreamweaver UltraDev Translator for struts

A few weeks ago, there was a post about an updated translator for
Dreamweaver that meant you could use struts more easily with DW.

Is this available anywhere for download?

Also  can someone explain the difference between this and the CTLX
extension for Dreamweaver?
