The Background tab is not accessible. When I click on it, I get the Organizer
tab.
Furthermore, Ctrl+PgUp/PgDown does not navigate the dialog tabs.

Configuration:
Windows 10 64bit, 16gb RAM, SSD, octa core.
OOW version 4.2.0, Build AOO420m1(Build:9800) - Rev. 1692551

Steps:
Create a new text document.
Select ‘Format’ -> ‘Page…’
Observe ‘Background’ tab is not present.
Press ctrl+pgDown (nothing happens).
Select the ‘Page’ tab.
Press ctrl+pgDown (changes tab).
Press ctrl+pgUp twice to select the Organizer page.
Press ctrl+pgDown (nothing happens).
Select the ‘Next Style’ drop down.
Press ctrl+pgDown (changes tab).
I've tested this on other Format panels such as the 'Character...' and
'Paragraph...' They behave as expected.
I also tested with Linux (Elementary OS) 64 bit, 8gb RAM, SSD, dual core i5.
OOW version 4.0.1.
On linux with 4.0.1, the background tab does correctly appear (step #3). Tab
switching (steps #4 through #10) behaves the same.
tl;dr
Background tab is missing completely.
Tab switching with ctrl + pgUp/Down does not work when on the Organizer tab
except when something is selected in the tab. The other tabs function as
expected.
Ctrl+pgUp/Down failing on Organizer tab could cause frustration since it’s the
default tab. This issue also stops the the tab when rolling around, back to the
beginning of the tab selection.

I use Ubuntu 12.4, vanilla, Unity desktop, no tweaks on a Lenovo T61 laptop.
It's a 64 bit system.

I was unable to reproduce the issue of the background tab missing.
- used the original reporters steps to reproduce the issue and the background
tab was there
However, I was able to reproduce the issue of not being able to navigate
the dialog tabs.
- This issue only occurred when you tried to navigate tabs while on the
organizer tab
- Worked on every tab except organizer
Possible follow up test could be to test every possible tab to see if the
problem is isolated with the organizer tab. Suggest making this a separate bug
report, if not already one.

Virtual Machine is running on a MacBook Pro (OS X 10.10.5, 8GB Ram

I could reproduce the steps anies2014@my.fit.edu described:
* Background tab is missing
* Switching tabs shows the same behavior. I had to use fn+ctrl+Arrow up/down
since I'm using a Mac as shortcut.
The panels 'Character', 'Paragraph', 'Outline Numbering' and
'Footnotes/Endnotes' work as expected.
