help with svndumpfilter please

for a given path << MAPP/lb >> in a repo  ; i want to run svndumpfilter  
against the dump file and only include << MAPP/lb>> in the filtered dump 
file.  on windows.

can someone please give me a hand here?  i always get this error:

svn: File not found: transaction '0-2', path 'MAPP/lb'
