The above change (https://reviews.apache.org/r/65334/) is superseded by the new API design in the [Quota 2.0 design doc|https://docs.google.com/document/d/13vG5uH4YVwM79ErBPYAZfnqYFOBbUy2Lym0_9iAQ5Uk/edit#]

Updating the ticket title to only capture the design work, will file new tickets to track the implementation.
