Attached patch "jdktools_build_copy_pdb.patch" updates jdktools build scripts, similar to HARMONY-2719. 

For samsa module fix is more complex because of using lot of "copy" instructions in ant build script which do not support "if" clause. In this case copying *.,pdb files were moved to a separate target which is guarded by "if" clause and works on Windows platform only.

This patch also fixes compilation problem in debug mode on Windows/x86_64 and a few other inaccuracies in build scripts.
