Review comment:
       In this step the preconfigured Maven version (line 34) will be used to build the project. The last time I ran this GitHub action it was Maven version 3.8.3. At step "Build again with Maven SNAPSHOT" the Maven snapshot will be build with itself. 
   
   So the chicken and the egg problem is fixed by building it first with the preconfigured Maven version.
   
   Because both steps use the `-V` flag, the Maven version will be logged in both steps.
