[PATCH]Apache 1.3.9 Port to OS/390 Unix System Services -- The Basics

Here is the patch for the port of apache to OS/390 Unix System
Services.  I've removed the changes to determine whether <sys/param.h>
should be included by using HAVE_SYS_PARAM_H.  I will submit this in a
seperate patch.  I also removed the changes required to define
NEED_HASHBANG_EMUL for OS/390.  I will submit that as a seperate patch.

Ovies,
Can you regenerate this patch w/o all the noise? (See Gil's comments on the
HAVE_SYS_PARAM_H patch).  All superfluous changes makes it difficult to
review the patch.
