   I am an idiot. 
   
   I ended up dropping all cloud users and databases and re-ran the command. I had to change
   
   `cloudstack-setup-databases cloud:PASSWORD@localhost --deploy-as=root:PASSWORD`
   
   To
   
   `cloudstack-setup-databases cloud:PASSWORD@localhost --deploy-as=root:`PASSWORD``
   
   And it worked.
