Lucy moves to the Incubator

Greets,

Our proposal to assimilate the KinoSearch code base and move to the Incubator
has passed:

Per the proposal, new lucy-dev, lucy-user, and lucy-commits mailing lists will
be soon created under @incubator.apache.org and the subscriber lists will be
migrated.  The current lucy-xxxx@lucene lists will become inactive.  Other
than updating any mailing list filters you might have in place, current
subscribers don't need to take any action.

Lucy's subversion repository and website will also be moving.  Notifications
will be sent to the mailing lists as the move proceeds.
