[esql.xsl][Patches] no. 4: improve multi-encoding features

Special greetings to Robin Green!

I've just sent my 3 variants of patching esql.xsl to handle Exception at connecting to database, but I've also got
a patch to fix a minor bug (missing '"' symbols) and bring even more functionality dealing with ENCODINGS.

Of cource, this patch (no. 4) and any of patches (no.1, no. 2, no. 3) are mutually exclusive, but I hope that all of them will
eventually get reviewed.
