   ### What happened
   
   When creating a custom code flink job, we can use uploaded jars from resource list. When upgrading it, we cannot choose jars from resource list.
   I hope the platform can support use both uploading jars and jars from resource list when creating & upgrading a job.

   Thanks for your report, the development of resource module is still ongoing, features are not stable right now, you can use release-2,1.0 instead.
