RegexURLFilter file attribute

Hi,

While looking at the code of the RegexURLFilter, I notice a file attribute
in the plugin.xml (not used by default).
Looking at the code, it seems that the the usage of this attribute is to
override the url-filter define in the conf.
Is there really a need for this?
