Submarine weekly meeting minutes (2022/10/25)

Discussion:
- The github action will currently be executed twice, so we need to check the workflow configuration and make changes.
- The releases in [Submarine Release Planning and Roadmap](https://cwiki.apache.org/confluence/display/SUBMARINE/Roadmap) need to be supplemented with 0.6.0 and 0.7.0.
- Discussed how [SonarCloud Code Analysis] improves python codecov. There are some conflicts when combining python and java configurations, still need to solve this problem.
