[VOTE] Turbine Parent v15 Release Candidate

Dear Turbine Devs,

a new RC for the Turbine Parent POM was prepared -

Tag: turbine-parent-15

Git repo: https://gitbox.apache.org/repos/asf/turbine-parent.git

Artifacts:

https://repository.apache.org/content/repositories/orgapacheturbine-1105/

Changes include:

- Java compiler properties Requiring Java 21
- Site plugin use inheritance with goal attach-descriptor
- Update parent pom to Apache  v40.
- Update  plugins: site to v3.22.0 (site.dtd  to 2.0.0), enforder to 3.6.0, cyclonedx 2.9.3, 
   pmd v3.28.0, jdepend 2.2.0, taglist v3.2.2, 
   spotbugs 4.10.4.1, compiler 3.16.0, surefire 3.6.0,
   javadoc 3.12.0, rat 0.18, jacoco 0.18.15,
   dependency-check 13.0.0, , jdepend to 2.1, project-info to 3.9.0,
   jxr 3.6.0, changes to v3.0.0-M3, 
- Update property log4j2 to v2.26.1.
