Propose to display node allocation tags on RM. This will users to check allocations w.r.t the tags. It would be good to expose node allocation tags from:
* Web UI: {{http://<RM_ADDR>/cluster/nodes}}
* REST API: {{http://<RM_ADDR>/ws/v1/cluster/nodes}}, {{http://<RM_ADDR>/ws/v1/cluster/node/<NODEID>}}
