In the Requirements and Setup section of the Tomahawk "project" page, I would recommend inserting an addition instruction, "Put the commons-fileupload.jar file into your WEB-INF/lib directory." That would address the confusion. From a usage standpoint, I suppose I was mistaking a "dependency" for a "requirement".
