Mirrors are required a certain httpd config ; see
http://www.apache.org/info/how-to-mirror.html
The apache.org sites don''t follow all these rules, so I can't
point to them for an example of what a mirror should
look like. For instance, 'FoldersFirst' is missing.
I suggest to include in the httpd.conf (or some other .conf)
a <Directory /path/to/dist/> containing just the settings we
recommend in the 'how-to-mirror'.
