Hey guys.. I noticed that client-to-AM tokens are issued only when security is enabled, unlike other tokens (for e.g. AM to RM), and stumbled on this JIRA when trying to find out why. 

Looks like not much activity on this, but, just curious if there was any reason why client-to-AM tokens are issued only when security is enabled.
