NearCacheConfiguration extends MutableConfiguration, but does not use anything inherited.

This confuses both developers and users (there were questions in Gitter).

Two solutions:
* Remove this base class
* Or, if compatibility is needed, override all members and throw exceptions from them; update documentation to make this clear.
