[I] Add address to FailureDetector ctor [incubator-pekko]

nvollmar opened a new issue, #1148:

   `PhiAccrualFailureDetector` uses a setter to accept the observed address for backwards compatibility reason.
   This can be moved to the constructor with Pekko 2.0. 
   Since this isn't something the normal Pekko user would implement ever do it should have minimal impact.
