optional.jar

If we can't use the released version of Ant, can we at least have
an optional.jar that supports our entire build process?  Believe
it or not, I use the test-report target so I can see the results
of my MonitorTestCase changes and such.  It is also nice to have
a browser pointed at the results so that I can refresh it after
a test run.

You should be able to replace the optional.jar with the one from 1.4 release. 
The fix we require is in ant.jar.
