   This adds `CONVERT_TIMEZONE`, `TO_DATE`, and `TO_TIMESTAMP` as functions to the sql validator.
   
   This overlaps some in testing with https://github.com/apache/calcite/pull/1376, so there may be some conflicts on merge.
