   Fully document all local.ini configuration options #442

   As per https://github.com/apache/couchdb/issues/2199 , some ini file options related to Purge are not documented in local.ini or default.ini. Updating the same
   
   This update is a fix for documentaion PR : https://github.com/apache/couchdb-documentation/issues/442

   Options are added and commented by default

   Actual recommendation for fix available as part of https://github.com/apache/couchdb/issues/2199

   Thanks for helping out with https://github.com/apache/couchdb-documentation/issues/442 !
   
   I misspoke over in that issue - my fault for rushing and filing it so fast. What we want are to ensure that all settings that are currently in `default.ini` have documentation in the docs repo, not that we put everything into `local.ini`.
   
   As such, I'm going to close this now - but thank you for starting to help here!
