    Route GitHub notifications away from the dev list (#5)
    
    Align the notification settings with `logging-flume-mongodb`: issue and
    pull request traffic goes to `notifications@logging.apache.org`,
    Dependabot pull requests to `robots@logging.apache.org`. The Jira
    autolink settings are dropped, since issues are tracked on GitHub.
