Change the structure of the static web content in rave-portal-resources:

From:
...webapp/css
...webapp/images
...webapp/script

To :
...webapp/static/css
...webapp/static/images
...webapp/static/script

This will allow better configuration of Rave extension projects to control caching, authorization, etc against one top-level directory that contains all static content : http://localhost:8080/portal/static/
