>From BigQueryIO$Write$Bound.verifyTableEmpty, we call BigQueryTableInserter, which unnecessarily sets up ExecutorService for this case. As a result, the pipeline cannot be run in the App Engine environment.

We should fix this by avoid initialization of the ExecutorService.
