As a cloud provider I want less diruptive upgrade procedures when my operators need to update Apache CloudStack.
 * Add more intelligence into upgrade process to detect when schema changes would require mgmt restarts. Upgrade determines which services are affected by db changes.  
 * Enable rolling upgrades driven by CloudStack. Host and async jobs/monitoring are passed from mgmt server to be shut down to other mgmt servers.
