   @ravening maybe @harikrishna-patnala  means offline migrating to a storage pool (CLUSTER scope) in a different cluster.
   Did some investigation with VMware as hypervisor and found that this could be due to null `last_host_id` and centre never receiving AttachVolumeCommand. `last_host_id` is set to null when offline migration is across clusters.
   #5371 may address this by trying to send the command to one of the suitable hosts in the new cluster
