[ANNOUNCE] ActiveMQ-CPP Version 3.9.3 Released

Hi Everyone,

Its official, AcitveMQ-CPP v3.9.3 has now been released.

This release fixes the way producers creation is handled so that a 
failed create attempt will result in an exception being propagated to 
the caller in all cases.
