broken modules/Makefile

I just tried the latest snapshot on hpux 10.10, configured to use the
proxy module.  modules/Makefile chokes on (cd $*; ...) because $* is
empty, if I hard code 'proxy' in there, it works as expected.
According the make manpage, the modules/Makefile should work just
fine.  Has anyone else seen this behavior?

What does 'cd' by itself do from the command line?
