In at least two places (OutputAttributeDefinition.h, Monitors.h), we create a default constructor which is not really needed because of a bug in Visual Studio <= 2019.

Remove these workarounds, and check if there are other workarounds which can be removed (eg. C2PropertiesUpdateTests?, PropertyReference?).

Also update the minimum VS version in cmake/CppVersion.cmake and in the documentation.
