SDO Java RC4 available

Following the helpful comments of Simon and Jeremy I have produced a further
cut of SDO for Java at

http://people.apache.org/~kelvingoodson/sdo_java/RC4/

This one has made the switch away from SNAPSHOT version names, has all the
documentation and header fixes that have been suggested following the RC3
posting,  and has a fix for the issue found in the sample using XPath style
accessors.

I hope this is clean enough to make a tag for the release.
