[Bug 64571] Freeze Panes now cause Excel to repair the file.

I also have the same problem. It's OK with office 2010, but has some problem
with higher office version.

enviroment:
POI 3.17
office 2010 OK
office 2016 Need Repair
office 2019 Need Repair
