[I] Stats section at the welcome screen is not showing the latest relevant data for airflow 2 deployments [airflow]

shri-astro opened a new issue, #55081:
URL: https://github.com/apache/airflow/issues/55081

   ### Apache Airflow version

   3.0.5

   ### If "Other Airflow 2 version" selected, which one?

   _No response_

   ### What happened?

The AF3 deployments with dags deployed to it, when redeployed with different number of dags, displays the previous statistics in the welcome screen.

In the below screen, it can be seen that the statistics are showing a different count even while the deployed dags are deleted

   ### What you think should happen instead?

The welcome page should show "Stats" in line with the current statistics of dags and dag runs post redeploys as well.

   ### How to reproduce

   1. Deploy a few dags with airflow 3 runtime versions
   2. Run the dags and observe the stats
   3. Redeploy a different number of dags and give a run
   4. Observe if the number in stats reflects the latest dag counts

   ### Operating System

   os

   ### Versions of Apache Airflow Providers

   _No response_

   ### Deployment

   Official Apache Airflow Helm Chart

   ### Deployment details

   _No response_

   ### Anything else?

   _No response_

   ### Are you willing to submit PR?

   - [ ] Yes I am willing to submit a PR!

In addition there might also be some mismatch when a Dag has no 'runs' yet. (for the 'active' metric). It looks like we are doing an 'inner join' which will remove dags without runs for the 'active' count.

I just upgraded from 2.11 to 3.0.6 and can confirm this is broken. I accidentally deployed the example DAGs, I have since cleaned them up along with test DAGs I made while customizing my instance, but they are all included in the dashboard stats.

I love the idea of showing these stats! But I expect it to show only DAGs still in the system, i.e., if a DAG is deleted, it no longer shows up in these counts. I would also expect it to show only _active_ DAGs, as if an inactive DAG is failing that doesn't worry me the same way. But this latter requirement is not as important as excluding deleted DAGs which definitely feels necessary.

**Outdated counts - shows 93 active DAGs:**

**DAGs tab shows correct 37 total DAGs:**
