Karaf is considering as "system bundle" any bundle with a start level < 50 (hardcoded). This behavior is annoying if shell is not used in an karaf environment and wil be useful if the value (50) can be set by a system property. In this way I can set the value to "0" meaning that only system  bundle (bundle 0) will be considered system bundle or a "-1" for none.
