Changed information for PR general/602

Synopsis: HTTP/1.0 request elicits an HTTP/1.1 response

State-Changed-From-To: open-closed
State-Changed-By: marc
State-Changed-When: Thu May 22 06:51:04 PDT 1997
State-Changed-Why:
This is a feature, not a bug. There are numerous reasons
for it and it has been gone into in depth before. There
are numerous other PRs in the database about the same thing.
A change of the minor version is defined as being backwords
compatable, so Apache is perfectly justified in doing what
it does. See the force-response-1.0 variable at
http://www.apache.org/docs/env.html for a method of
sending a HTTP/1.0 response to broken clients.
