   ## What is the purpose of the change
   
   Spotless has upToDateChecking functionality which allows to maintain index file and then analyze only changed files
   more details are at https://github.com/diffplug/spotless/blob/main/plugin-maven/README.md#incremental-up-to-date-checking-and-formatting
   
   for now do not add index file to repo since it is a binary file
   
   locally second round for spotless takes around 2 sec vs > than 1 min
