rsync.eu.a.o problem

Hi,
- From last night the rsync on rsync.eu.apache.org is down.
failed to connect to rsync.eu.apache.org: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(99)
Is a scheduled downtime or there are problems with the machine ?
