IP address availability

VCL institutions vary widely in their available amount of IPv4 addresses

Two directions for development have already had some work which I've heard
about:

 1) NAT patch for use in IPv4

 2) code for VCL to run on IPv6

Mark Gardner of VaTech has some code doing this

 Cybera has a "toy version" which runs on OpenStack/IPv6


  Further development and discussion of these would be helpful.
