Make DatabaseInfo load from file; separate JDBC and XA portlets

It would be nice if the database pool portlet loaded its information on known database drivers and URLs from a config file. That way we wouldn't need code changes to support new entries. (Note: this is different than the driver download feature, which does load parameters from a config file URL.)
Once that is done, it would be nice to separate JDBC and XA drivers into separate portlets, reusing the same code but different config files to produce a separate list of supporting drivers/products.
