I tried to build one of the sample apps but they seem to require .Net 1.0 and .Net 4.0 only seems to go down to 2.0. So I really can’t verify that it runs. But all the packaging seems to be fine.

About the same way I'd test a log4php release :-)
Seriously, if you haven't got a .NET project using the library you can't
really test the library itself. You can test the legal parts, though.
Have we got license headers where needed, are things properly signed and
all that. On a Windows box you should see the DLLs contain metadata
with the proper copyright information.

I vaguely recall Domink said he was in contact, but may be wrong
entirely. So far I haven't talked to Jiri about the ASF taking over the
nuget package at all.

Hi,
thanks for the Kudos, we're happy to help! Let's hope that the latest
release satisfies your needs and does not introduce the need for more
changes. ;-)

Thank you so much to everyone who put time in to make this release happen. These async/await context fixes will really help us.
I don't know if we have yet figured out a change to the relationship with the nuget package maintainer, although I'm encouraged that some communication was happening there. I have kindly asked the current nuget package maintainer to build this release provided other arrangements haven't been made. I figure we can work out future packaging details after this release.
Thanks again to everyone.

IMHO, these are small text files without anything anybody would consider
IP.
They have been skipped by previous reports. Both files have been there
prior to 1.2.13 and never contained a license statement.
This is from our pom.xml
<!-- really README files -->
<exclude>*.snk*</exclude>
<exclude>tests/lib/prerequisites.txt</exclude>
it's just that the rat plugin for Maven 3 that I used to create the
"new" report didn't read the configuration.

Fixing the rat report post-release is ok with me. There are differences
to the last release:
These are fine by me because they are generated files:
src/GeneratedAssemblyInfo.cs
bin/mono/4.0/release/log4net.xml
bin/mono/4.0/oldkey/log4net.xml
bin/mono/4.0/debug/log4net.xml
bin/mono/2.0/release/log4net.xml
bin/mono/2.0/oldkey/log4net.xml
bin/mono/2.0/debug/log4net.xml
bin/mono/3.5/release/log4net.xml
bin/mono/3.5/oldkey/log4net.xml
bin/mono/3.5/debug/log4net.xml
These files however should be discussed:
log4net.snk.readme
tests/lib/prerequisites.txt
These two should contain a small license header.

Ah, Maven 2.x -> 3.x and the site plugin, something I'd like to address
after the release (given the RAT report is probably just noise for most
of our users).
http://people.apache.org/~bodewig/log4net/rat-report.html
has been just created by running
$ mvn apache-rat:rat
in a checkout of the tag where I had built the Mono parts. All files in
bin/ as well as src/GeneratedAssemblyInfo.cs have been generated during
the build process.

Ah, nice trick! I had unblocked the nant exe _after_ unzipping.
build.cmd works, and the commands listed on
https://logging.apache.org/log4net/release/building.html work.
What else can I do to validate the release? I do not have any Net apps to
test...
