Queue.Delete does not implement specification
---------------------------------------------

                 Key: QPID-76
                 URL: http://issues.apache.org/jira/browse/QPID-76
             Project: Qpid
          Issue Type: Bug
          Components: Java Broker
            Reporter: Steven Shaw

Does not honor the "if unusd" and "if empty" bits. i.e. it doesn't raise a channel exception. In these case a log message is issues and the queue is removed in any case showing a "purged message count" of zero.
