Include Files : Tomcat 3.2 : Getting Them To Change

Hi;

I'm running an app on Tomcat 3.2

I've noticed that content in include files for JSPs don't update until 
tomcat is restarted and the cache deleted.

I would like to change the contents of the include file from the JSP 
application.

Is there anyway I can get the include files to update without having to 
reboot tomcat?
