Code archaeology question about TestPropertyInfo class

Hi all,

In the context of https://issues.apache.org/jira/browse/DERBY-6264
Ahsan and I have been discussing the class:
    org.apache.derbyTesting.functionTests.util.TestPropertyInfo

We cannot find much information about this class and its use.

We suggest that perhaps we could just remove this class from
the source tree, if it is adding no value.

We'd like to get feedback from the community about this class.
