[VOTE] Release Hadoop 0.18.3 (candidate 0)
I have created a candidate build for Hadoop 0.18.3. This fixes 51
issues in 0.18.2, including several problems that may lead to data
loss from the file system.

I checked sigs & md5. (We really should start using gpg --print-mds
instead of just md5!)
I ran word count on a 1 node mac cluster.
