Complete move to use Maven to build the project

Although XML Security Java currently has a "pom.xml" that can be used to build the project, and run the non-JSR 105 tests, "ant" remains the canonical build and release tool. This will change to Maven for 1.5. One advantage of this move is that the released artifact will be an OSGi bundle, as the pom currently has the requisite plugin information to construct an OSGi bundle. This task also involves mavenizing the directory structure, e.g. source -> src/main/java, test source -> src/test/java, etc.
